 Commissioners:

Nampa Highway District is governed by a board of three Commissioners in accordance with Idaho Code Title 40, Chapter 13. 

Each Commissioner is elected in a district-wide election, serves a four-year term, and resides in one of the three Nampa Highway Sub-Districts.  The Commissioner elections are held in conjunction with the general election on the third Tuesday of May of odd-numbered years. The Commissioners from Sub-Districts 1 and 2 were elected in 2021, and the Commissioner from Sub-District 3 was elected in 2023.
The Commissioners serve part-time. They routinely meet twice monthly for regular meetings, and additionally for special meetings as required. They also typically represent the District in intergovernmental forums, public meetings and at other events as needed.

Nick Lehman serves as Director and District Engineer. He is in charge of the overall operations, engineering, and planning functions of the District. He is directly responsible to the board of Commissioners.

Paige Rhoades serves as the Nampa Highway District Clerk. Paige is responsible for daily office operations. Paige reports directly to the Director.

Eddy Thiel serves as the Right-of-way agent for the Nampa Highway District. Eddy is responsible for issuing permits impacted to the right-of-way and development. Eddy Thiel reports directly to the District Engineer.

Transportation Design Engineer

Nampa Highway District No.1 is accepting applications for a full-time position of Transportation Design Engineer.

The duties of the Design Engineer are to assist the District Engineer in performing engineering services required to support the planning, design, and construction activities within the district. This position will be responsible for the development and design of transportation related projects such as intersection improvements and road widening projects. The design engineer will be required to develop engineering plans for projects using cad software, coordinate with and support the road crew during construction projects, conduct a variety of safety studies throughout the district, project inspections, plan review, project management and other duties as assigned. This position reports directly to the District Engineer. Wages will be based on experience plus a competitive benefits package.

Minimum requirements for this position are B.S. in Civil Engineering (or equivalent), be registered as a Professional Engineer (PE) in the State of Idaho, and a minimum of 5 years of transportation design engineering experience as a licensed engineer.

A background in three-dimensional roadway and intersection design using AutoCAD Civil3D, AutoCAD, and/or Microstation, InRoads, Open Roads Designer.

Be able to demonstrate experience working on design elements of traffic signals, roundabouts, and other roadway improvement projects.

Experience in the preparation and development of construction documents, plans, quantities, and estimates using highway design manuals, AASHTO policies, MUTCD, ISPWC, and local design criteria.

Road Construction Laborer

Nampa Highway District No. 1 is accepting applications for 1 full-time positions of Laborer.

Job duties include working on a road construction crew repairing roads and ditches, clearing vegetation, rock and debris, crack sealing, chip sealing, driving truck, and any other duties assigned by the Forman, and or Director. Monday - Thursday 6:30am - 5:00pm, Also occasionally serving after hour "on call" duty for sign repair and winter maintenance. Applicant must be able to report to work within 60 min of an emergency call. Applicant must be able to perform physical work, use tools, equipment, and possess a class "A" Commercial Driver's License with Tanker Endorsement. Starting wage is $28.00 per hour, plus a competitive benefits package. Wage increases after a 6-month probation period.
